If you've got time, try to squeeze in both (they are both on the same rail line). Herculaneum is much more compact, but for a true idea of scale you should also see Pompeii for an idea of the public areas (forum, temples, etc).

I agree - but they're hard to come by - meantime, the Herculaneum Conservation Project website covers the Theatre (see links). We'll keep looking though.
